The Netherlands is intensifying scrutiny of online gambling ads. Opposition parties propose strict limits, citing rising problem gambling among young adults. Platforms like Google Ads casino campaigns remain widespread despite social concerns. Experts warn that unchecked exposure can normalize gambling and increase risks for vulnerable groups, demanding stricter regulation and oversight.

Rising concerns over PPC betting

Political leaders Mirjam Bikker of ChristenUnie and Sarah Dobbe of the Socialist Party have raised alarms about online gambling trends. Since the Dutch market was liberalized in 2021, approximately 450,000 new users have joined online gambling platforms. Young adults aged 18 to 21 now account for 22% of all gambling accounts, signaling a demographic shift that worries regulators.

Proposed measures target Google Ads betting campaigns that reach broad audiences. Limiting pay-per-click promotions aims to reduce impulsive gambling and encourage responsible play. Experts warn that PPC betting ads are particularly effective at attracting attention. Mobile alerts and social media further amplify their reach, making regulation increasingly urgent. Enforcement remains a critical challenge. Offshore operators could evade rules by relocating licenses, as seen in previous cases. Regulators must balance advertising freedom with public health. Continuous monitoring and data-driven oversight are essential to minimize harm and ensure compliance.

Regulatory measures and enforcement challenges

The opposition aims to strengthen the Cruks self-exclusion system, extending minimum periods from six months to one year. Regulators could also impose fines up to 100% of annual revenue, a major increase. These measures target both domestic and foreign gambling operators.

The recent €25 million KSA penalty against Novatech underscores the challenges regulators face with non-compliant platforms. KSA Chairman Michel Groothuizen emphasized that larger fines could more effectively prevent violations. Meanwhile, discussions continue on how to balance market liberalization with effective player protection. With the Remote Gaming Act updates in 2022 and a newly formed government, Dutch gambling regulations are expected to evolve further. Experts predict that stricter limits on Google Ads casino and PPC betting campaigns may become central to national strategies aimed at reducing gambling harm.
